Troubleshooting Arris TM402G

Here are the symptoms: Internet goes out. No dial tone on phone. Cannot access the internal webpage at 192.168.100.1 All lights solid except for internet activity that is slowly blinking. Rebooting with the reset button brings it back. Can a loss of signal do this? Wouldn't I still be able to see the page at 192.168.100.1? ISP says they checked the modem out remotely and it's fine. Don't know what they did. Logged on? Pinged it? This happens several times a day. How can I tell if it's the modem and not the signal?
